Whats the widest tire i could fit on a 17 inch 35th anniversary camaro wheel?

Yep. 275/40 or 285/40 on a 9" rim.

Width varies GREATLY among the manufacturers. The width measurement is of the widest cross section of the tire, being the sidewall bulge to sidewall bulge.
For example, the Bf Goodrich brands run a much wider tread on their 275's compared to Nitto or Goodyear (except for the D3)
