Default can you paint torq thrust?

I was wondering if there's anyway to paint a set of TTII's? Wanting to do the spokes only like the tom henry cars. Any help would be greatly appreciated.

Mine were first painted, then a clear powdercoat was applied for durability. Look to spend $400-$500.
