9.5 width rim offset 35mm
iam gonnin with a 9.5 width rim with a 35mm offset with a 4" lip the offset is 35mm will this rim fit under a 96 camaro fender with out sticking outa the well iam trying to sit flush with the fender or even inside the fender iam lowered around 2" i dnt git offset i seen guys with a 17x11 with offset super high fi nice wouldnt the higher offset sit the rim out super far i dnt understand it

It will fit, but it will stick out just a tad. In order for the rim to fully tuck, I believe it has to be 44mm offset or better. Someone correct me if I am wrong...
Another big area that needs to be addressed is the backspacing. What backspace are the rims you are buying?

ok i just learned all about it ok so here it is 9.5 rim with 35mm offset back space will be 5.25 front space will be 6.25 compared to what i got now its a 8.5 with 40mm offset an thats backspace is 4.75 front space is 5.75 so the 9.5 compared to the 8.5 that the front veiew of the rim the 9.5 will stick out lil less than 3/4" more correct

you will need and adjustable panhard and roll the fenders. an 8.5 width with +38 has roughly 1/2" before hitting the fender with an adjustable panhard. upping the width 1" and a 3mm lower offset means that you'll add 16mm to that then add the tire stretching a bit past the rim, you'll be roughly 5/8-1" total more closer to the fender. rolling the fender 1/2" minimum will give you enough clearance.
