Yes, I'd say its possible.
I went 13.050 when I had just bolt-ons (lid, full exhaust,pulley) with no weight reduction and a 2.02 60' on street tires. Also I'm probably heavier than the avg guy as I weigh around 220lbs. Had I pulled the spare tire and the back seats, I know I would have hit high 12's that day. Maybe If I would have also lost some weight before hittin the track, that would have been the only weight reduction needed
