Because nobody drives their car into 2-3 feet of water ?
From the factory there are 2 baffles on each side of the RamAir hood, an upper and a lower, that deflect water. There's also a space between the hood and the airbox, and an air filter in the path.
The only way you can hydrolock an engine is to completely sumberge the air intake point - if it's 2-3 feet in the air (like the hood nostrils) you won't have a problem unless you play "submarine"... The CAI kits that bring air in from the bottom (FRA, FTRA) definately CAN submerge the air intake point driving through standing water, since the air is drawn in from the bottom of the car.
FWIW, I removed the baffles and installed the BG RamAir kit and I still don't get any water past the airbox/filter even during torrential downpours, even without using the blocking plate that came with the kit.
