Default clear part of stock taillights?

what is the function of the clear (top inside) portion of the tail lights. back up lights? i want to see these bulbs light up and i cant tell if i have burned/incorrect bulbs or if i have not 'activated' the bulbs.

With the car running put it in reverse and run around to the back of the car and tell me what you see.

basically what i was asking was how do you illuminate the clear part of the tail lamp housing.

well i have another person back there looking at it but nothing comes on either bulb under any circumstance. i had a problem finding 3155 bulbs at the autopart store so i have to go to gm to buy them. auto part store only had 3157 and 3156 neither were exact duplicates of 3155. but im not sure if the bulbs are bad or if its something more than that. so maybe have to replace "back-up switch"

It sounds like a problem with the back up switch. It could be shot or disconnected.
