Recall on F-Body roof bars?

Recall on F-Body roof bars? My buddies dad has an '01 SS and mentioned that he got his roof bar repainted and everything at no charge at a GM Dealership because of them bubbling up? Mine is like that when I got it back in February, and am pondering whether to just roll up to a dealership and get this corrected. Is this true? I have gotten a few barely noticable chips that need to be repainted.
