2 Q's wat do i use to clean oil specs, And remove scratches

Exclamation 2 Q's wat do i use to clean oil specs, And remove scratches

Well i have these little dots all over the car I'm guessing its because the rain and oil on the roads, so they are like small tine specs and they don't come off easy washed it twice. tried the Maguires detailer and it just smudged them all over they place. wondering was the best product or tecniche for this.

and the second question is, I have a black 98 z28 it has scratches all over some deep some swirls and just normal scratches that look even worse after a wax cause it just makes them white. wondering what is the best thing to do, i dont wanna wet sand it tho that will be if all else fails.

Claybar for the oil specs, then try a scratch remover, swirl cutter, or rubbing compound with a buffer for the scratches.

OK thanks yeah i was thinking about using clay bar but not was not sure if it was going to mess up the clay bar or the paint.
i have Maguire's scratch x might use that,
whats a swirl cutter and rubbing compound some info and products?
also afraid of burning the paint with a buffer?
im thinking of a professional detailer shop or something
