Default car wont start, transmission no installed

I am swapping from a M6 to A4. I just got done running my new ECM with harness.Everything is hooked up to the engine and to the inside of the car. I went to ground hop(start the engine with no trans)the engine and it will not start. The starter will not even engage. It acts as if the emc thinks the car is in gear and wont engage the starter until put into park. Could this be because the transmission is not installed and is not sending info back info to the ecm?

I've started my engine without the trans and converter installed. Started and ran fine. It just threw every SES transmission code. Lol

I actually recently fond out that my transmission has a park/neutral saftey switch that attaches to the shift rod going into the trans. Unlike a F-body which is pretty straight foward and simple. This tells the computer when the trans is in park and what gear its in. So until i get that i guess i wont be starting it.
