Default No rev limiter?

Ok so I have a 00 Z28 A4. bone stock, fresh rebuild on tranny. At wot this car will not upshift until 6600-6900 rpm, this seems a bit high to me, any reason its shifting so late? this is from a roll in D, downshifts to 2nd, but not back to D until 6900

Where are you getting that shift rpm from? Like where are you reading it from?

Stock tachs aren't particularly accurate under heavy acceleration. Please verify with a data log.
