Default Can a rearend have slippage

Ok lets see my little brother has a lt1 camaro and recently had the tranny rebuilt, when he did he had them change the shift points to 4000 and i think maybe a converter installed well when i floor his car it seems like the rear end isnt catching and then finally it catches and it shifts hard and proper but why does it not catch when you first floor it ?

not that i know of unless you have a stripped axle or something of that sort
