my best with just a lid, nitto's and 2.73 gears on a tci ssf3500 was a 1.79, but i really couldn't launch it as hard as i wanted to because it would either ennihilate the tires (and blow the whole run) or scare the **** out of me because it would launch so hard- i thought i would break my rear.
i averaged 1.85's (around) and that was easing it out the first 5 feet off of the line then nailing it hard.
i say you could get 1.70's or better if you have ballz (you rear would be in jeopardy).

The higher elevation is going to affect the 60ft due to less actual hp. Just make sure you have a good hooking tire. IMO, a set of 16x8 take off wheels with 26x10.5 16 ET Streets will get the job done for cheap.
My car went 12.07 @ 111.42 (1.62) with ~1700 miles on it
Mods at the time:
Whisper Lid, Ported MAF Ends, Ram-Air & Cat-Back
3" Cut-out
ASP Pulley
BMR TB by-pass
160° Power Stat
Yank PT-4400
ES Poly TA Mount
15" Welds, ET Streets 26x10.5 and Skinnies
KBDD subs
GM WS6 Hood and lower air box
Timing Tricker (!TT)
