Any solvent that would cut through the paint or film would damage the plastic, I would imagine. A multi step sanding process ending up with fine grit wet sanding would work, but time consuming.

Are you removing the murdered.out paint or what? Isopropyl wet sanding depending what it was sprayed with.

Nightshade comes right off with IPA

Are you sure it's not a vinyl overlay? If so, just peel 'er off!

Default 3rd brake light

It was professionally painted from what I was told..I looks great. Is there a special paint or primer used when sprayed correctly....

Paint with clear looks ten.times better in my.opinion. Nightshade is no durable and wears and dulls. Solvents will strip it right off. Paint takes a little more.

Professionally done should mean that someone wet sanded the light, then sprayed it with clear coat that was tinted, then a couple extra coats of clear coat. If that's the case, you will not remove it with any chemicals that won't damage the plastic. The only way would be to wet sand it till you get through the clear, then have the light cleared without tint.
You'd be better off finding a used light.

Yup, you will be taking down the light to plastic for sure...depending on how long you want to sand not so aggressively will determine how the light comes out...You could sand it all back down and then slowly sand the "scratches" out and then heavy buffing and polishing but with paint and clear it can be difficult to return to stock...Which is what you asking yes?

3rd brake lights i have seen for cheap so maybe a swap is in order

Where in MD are you? If you can wait a little bit, maybe we could swap? The one currently on my car is broke, but I have one in storage that I bought to replace it.
