Default Low voltage with a new battery

Today on my way to work I notice my battery voltage was going down and my check gauge light came on. I parked on the side to see if turning it off and back on would fix it but it didn't and eventually my car wouldn't start.. So I went to go get a new battery today and it's start back up but I notice the battery gauge stays at around 11 (it's like at the tip of the red) It won't go up or down it just stays there. I'm thinking that my alternator might of went bad to but I don't really know but what do you guys think?

You need an alternator. If you don't know how to test it just have the autoparts store do it for you. I imagine they would.
