Default HVAC Vent issues

My old lady has a '99 Camaro SS. The air switches modes from the floor to vents to defrost, but when it is on vents, some air still comes out of the defrost. I know a vacuum leak is causing it, but Im not sure how it is occurring. I used a smoke machine and connected to the vacuum lines going inside the car. There is smoke coming out of the defrost vent. How can this be possible? How can there be anything inside the defrost ducts that would contain vacuum? I have fixed quite a few HVAC systems and cant figure out how anything with vacuum can be inside the ducts. I pulled the bezel around the radio and a/c control head thinking maybe it was leaking from those lines and coming out through the vents, but theres no leak at the back of the control head. Has anyone run into this or have any ideas how vacuum can be getting into the ducts?
