Default Can anyone help with wiper issues?

I have a 1998 Camaro Z/28. Since I have owned it the wipers didnt work. The person I got it from stated that they would stay up. So last night I took it to a guy and we changed the Wiper Motor Pulse Board Module. As I understand it, this controls what the wipers do and how they operate. We had a lot of small issues getting it changed. Had trouble getting the wiper arms off and such. We get it all back together and same thing. The wiper arms stay up when you shut it off.

If you turn on the intermittent wipers when they stop, they are at the bottom as they should be. When you cycle the switch to off, they move to the top position.

Has anyone ever seen this before or have any ideas what might be causing this issue?

I believe I found the issue. I searched on YouTube. I didn't find a video for the Camaro but did find one for the Malibu. I believe its the same thing for both cars. Here is the link in case someone else needs the answer.
