Rpo code for hardtop cars

I don't believe so, as this was the standard body configuration for a coupe, so the absence of RPO CC1 (t-tops) on a coupe would indicate that the car is a hardtop. I have a complete RPO print out for a '98 Z28 hardtop in front of me right now and none of the RPOs are defined as signifying "hardtop".
A convertible should come up as a separate model in the GM VIS (vs. coupe), and would also need to contain an RPO for top color (such as 41T, 56T or 10T) as there was no standard color top.
So if all you have to go on is the SPID sticker, and no way to run the VIN, then you would know that the car had to be a hardtop if CC1 (t-top) or 41T/56T/10T (convertible top colors) were not present.

There were 16,022 Camaros built with t-tops for 2001, but obviously that includes every trim level/engine/color. It looks like 5,328 cars were convertibles (adding totals for RPOs 41T/56T/10T), plus 16,022 CC1 t-top cars would be 21,350 units total with removable roofs. The published production total for 2001 Camaro is 29,009 units, minus the 21,350 with t-tops or converitble top would equal 7,659 hardtops - or roughly 26.5%.
Applying that percentage to the breakdown that you already have (234 SOM M6 Camaro SS coupes), you could roughly estimate that hardtop count would've been about 62 units. Though it might be less, since this percentage doesn't account for the fact that options such as t-tops may have been disproportionately applied to higher trim level cars such as the SS models. But I think it's safe to say that there wouldn't have been any more than 62 or so SOM M6 SS hardtops for '01.
