Electrical issues
I have a 99 Camaro V6 I bought for my kid. I cant seem to figure out why 1 of 4 blinkers work and only the middle brake light works. Bulbs and fuses are good. The power windows dont work either, is this related? My check gauge light is on but all gauges are reading properly. Any help is much appreciated. Thanks

I'd be reaching for my multimeter set to measuring DC volts and start looking for where each of these systems lose power. Sounds like bad grounds to me but I'd fix whatever I find wrong with the multimeter.

If you don't have a multimeter or are unfamiliar with how to use one, a basic $5 test light will do the job quite well for circuits like lights and signals. They aren't computerized so there's no confusion about data signal lines - it's just yes or no whether there's working power and ground.
As Rick said, the only thing the brake lights, tail lights, and turn signals have in common is the ground near the hatch release so that would be the first place to look. The front signal and the windows will be a different problem. For the windows, I would replace the circuit breaker with a 30A fuse because those circuit breakers are known to wear out over the years.

The bulb issue is prolly socket corrosion, very common occurrence with these cars, the BCM in my car was the culprit of the windows not going up or down, it only happened every so often, there is a thread on here how to locate the BCM and check five solder joint that become dislodged from the circuit board and can easily be re-soldered back in place. That could be the case except that the BCM solder problem causes the retained accessory power circuit to fail (usually intermittently). The RAP circuit also powers the radio so I would expect that the OP would have mentioned that the radio doesn't work along with the power windows. With no radio problems, it wouldn't be the BCM solder problem causing the windows to stop working.
