DBW idle controlled by TAC or ECU????

DBW idle controlled by TAC or ECU???? I've got an 02 LQ9 transpalnted in a 68 corvette.
The other day I started it, started fine, turned on AC, compensated for the load. But no throttle control from the pedal at all. No codes, but not sure what's enabled for cel and sending codes.
I shut it off, checked all connections, everything disconnected, reconnected, then worked fine.
So my question is, if the idle control for DBW TB function works, does that indicate the bad connection was at the tac, ecu or pedal.
