Default Stalling

The car only does it with the A/C on. When I stop it stalls, but it will start back up. When it starts it acts like it is brain dead and doesn't want to idle for about 45 seconds, then it is fine. Its driving me crazy!

This is a symptom that the VSS isn't hooked up. That and/or the AC signal isn't getting to the ECU.

You don't necessarily need to have the A/C wired to the PCM, I have several cars wired without it and they have been fine for hundreds of thousands of miles. As long as your EFI system is working properly the IAC will compensate for any additional load quick enough for it to not stall. That said, we need more info on your set up. What engine, trans, year etc. Could be low fuel pressure, what's it at?

The engine is a 99 LS1 with a 4L60e and the fuel pressure is 56#. I have a Bosch 044 pump with the Corvette filter / regulator. The ECU is not connected to the a/c. Could the IAC be a little sluggish?

I do agree w/ ls1nova71, the ac really shouldn't stall your car, just cause dips in idle. Many times stalling when stopping is due to VSS not being seen by the computer... really never understood why that mattered, but seems to matter on most all late model factory EFI cars.
