2001 5.3 fuel regulator?

2001 5.3 fuel regulator? This is a picture of the driver's side fuel rail. This is a 2001 Vortech with a fuel send and return line. I'm wondering if this is a fuel pressure regulator or if i will need to run one inline? Thanks.
