Default Doing LS1 swap in Washington State -- what are State Requirements

Hi Guys

We are finishing-up on swapping a '99 Camaro LS1 & T56 into a 1986 BMW E30 (325). We live in Washington State. What are the requirements re: emissions & etc Washington State wants?

We will have EVAP system, cats and O2 sensors. We will have OBD2 plug operational and MIL lamp functional. We would like to delete EGR and AIR pump as the headers we used from Sanderson don't have fittings. Do we have to pass any inspection from the State Patrol and get a "Modified Vehicle" sticker from them? We assume that we have to pass emissions testing.

Anybody been through the mill?? Horror stories??

You may not be able to delete the EGR and the AIR Pump. Most states require that all of the emissions equipment be in place from the donor engine, which has to be the same year or newer than the recipient vehicle. (as a general rule of thumb only)

I've always been under the impression that as long as you meet whatever regulations were in effect when the vehicle was manufactured, you are fine.

Other that what has already been stated, most states have adopted California laws.. which states that the engine must be of the same year or newer, needs to be of the same class (Truck vs Car) and that you must meet and pass all of the Donner's SMOG requirements and equipement.

Thanks so far. Anybody have a link to the Washington regs on "Replacement Engine" or similar that may pertain to engine-swap cars? Any body been thru the Washington regs with their swap car / street rod? Also, what year did GM drop the EGR from their LS1 PCM's as used in cars? I have a '99 LS1 from a Camaro, and a 2000 F-body PCM. Can my PCM be re-flashed to emulate the first year of no EGR?

EGR was gone in 2001. By flashing the PCM with a VIN form 01-02 you basically make it that year, and thus are responsible to meet OEM spec of that year.

needs to be of the same class (Truck vs Car)
NOT TRUE. You can put a car engine in a truck but not a truck engine in a car. Reason being is that truck engines are required to meet lower emissions standards.

That is only true if you are modifying the original engine
