NHRA has a quick reference chart here: www.nhra.com/tech_specs/ETQuickRef.html
It is current except for the helmet of Snell 95 or newer (as mentioned above, it now must be 2000 or newer).
Mid 11s (if you mean 11.50's or slower in a hardtop/t-top car), then you'll need:
A driveshaft safety loop (if running slicks, or if running faster than 11.50 period).
A radiator overflow (factory overflow in most late-models is fine).
Neutral safety switch (again, if using a factory shifter, this should be already installed. Aftermarket shifters will require wiring this in).
Once you run faster than 11.50, the rules change quite a bit.
A fixed roof car (t-tops okay as well if in place while racing) with un-altered floors, firewall and frame rails from 11.49 to 10.00 requires:
-A 5-point minimum roll bar (Driver side door bar can be a swing-out).
-Protective Clothing (SFI jacket)
-5 point harness
-SFI-approved flywheel and/or clutch, screw-in valve stems, only factory tine on windows.
-10.99 to 10.00 requires: aftermarket axles with positive retention (c-clip eliminators), trans blanket/shield, and a few others.
NHRA doesn't give away the rules because printing a book isn't free, and there are many classes with different rules, so throwing them on the web is not going to just take up a little space.

I thought it was at 11.99.
Did this change recently?

Some tracks still go by the old rule and my local track didn't even know until I told them and they looked at the book.
That is for NHRA not IHRA.

Yep, changed in 2005 I believe in NHRA. IHRA was 11.49 and quicker for the rollbar, and NHRA was 11.99 and quicker. Then they flip-flopped in 2005 and IHRA went 11.99 while NHRA dropped theirs.

Updated quick reference chart. It's pretty easy to read.
On a side note the 2009 changes also state that all power adder cars require single layer fire jackets, nitrous included.

They are reference numbers to specific rules. For example the Head and Neck Restraint System is only neaded for 6.00 to 7.49 and 200MPH or faster, however, 10:8 basically says anybody can run a HANS no matter how slow you are.
You can put a 10 point funny car cage, parachute, window net, and wear a full on top fuel fire suit in your 16 sec. Civic and because of the footnotes, that is permitted by the rules.
