I purchased a 12 bolt off a buddy and the emergencey brakes are shot to crap and dont even work.When I hook them up I think they catch on my rotors as they turn. Can I just pull the emergency brake shoes off. and just slap the rotors on and go. Oh yea I have a A4

Yes you can run without it, just get all the associated parts off, the parts that expand the ebrake pad, all that so it doesn't fall out into your rotor and cause a problem.

Mine as well pull the cable, handle and all that too.
