Default vehicle titles in vermont

Recently bought a car from vermont but the guy gave me the registration and no title. at the time i really didnt care because it had all the info on it and my plans were really only as a parts car. I am considering tagging it though but its a project and want to confirm ownership before i put money into it. I read somewhere that vermont doesnt use titles on vehicles 15 years and older?? In my state everything gets a title, and I mean everything so im a little confused. Can anyone from vermont shed some light on this, google isnt giving me any information. the car by the way is a 87 buick regal

He is correct. No titles necessary for 15 years or older

okay so this registration paper I have where it states the previous owners information and he has signed it on the back stating the transfer of ownership is valid as a proof of ownership on the car???

I understand it but my dmv here is a pain in the *** and I can just imagine how much trouble this is going to be to get a title for in my state.
