Not a Maryland resident but it makes sense. OBD2 testing is easy and cheap enough but to do emissions testing on pre-OBD2 takes rollers and a tailpipe tester. Which is expensive equipment for a shop to procure and if it's only for 24K vehicles statewide, it's fair to remove the requirement at this point. Hopefully other states follow.
