Question A little too late for boost or meh?

Posting this for a cousin of mine that has needs an input. E85 should help him no?
He was was planning on going nitrous with a standalone fuel cell and spraying 200 on the plate. But looking around On3's kit looks great and reasonably priced, with 10-12psi I can make up for the 200 shot(Their new 78/75 turbo). I want 650whp, I'd say the truck is anywhere from 420-450whp N/A.
Keeping my afr perfect with meth would 10psi be safe w/ my compression? LQ9 flattops w/ LS3 heads milled to 66cc.
I'll end up going with a boost cam too.

Truck is a 2000 Silverado single cab 4x4 w/ 06 front end

Mods:
-LQ9 6.0
-4l80e w/ NP263HD transfer case w/ shift kit
- Circle D multidisk 4000 stall
- 4.10 gears on a 28.5" tire
-SDPC CNC'd LS3 heads hand finished porting with manley valves milled @66cc
- @TickPerformance Stage 1 LS3 cam (227/238 .613/.586 @115+5)
- Truck style L92 intake w/ 92mm TB
- FBO with X-pipe on Corsas mounted like a vette
-25% UD pulley
- And supporting mods (headstuds, fuel system, etc.)

I'd say it should be around 10.9:1
I'll be running it on E85
