Default anyone run ebay gt3582 on 5.3?

I have a basic flat top 5.3 with 243s, ls6 cam, tbss intake and twin ebay gt3582 0.82 t3 turbos and the best im seeing for spool time is 10psi at 3900 rpm. is this normal? its a heavy car, 2.73 rear gear and manual transmission. dual 2.5s go into a dual inlet a/a intercooler to a single 3" into the throttle body. exhaust is 3.5" downpipes about 12" long just dumping straight down
as far as i can tell there are no intake or exhaust leaks. i added a bunch of spring pressure to the wastegates because i thought maybe they were being blown open. it made my final boost go from 6ish psi to 14psi but it only got to 10psi about 100 rpm quicker.
are they just shitty turbos or should i keep digging?

Compressor wheel: 61.4mm/82mm
Compressor Housing: 0.7 A/R Anti-Surge, 4" Inlet, 2.5" Outlet

Turbine wheel: 68mm/62.3mm
Turbine housing: T3 Inlet, V-Band outlet, A/R 0.82

i hear about similar turbos being light switches and also my silverado had a cammed 5.3 with two t66s and it felt snappier than this car. i just want to figure out whether something is wrong i need to chase or not. i chose these turbos instead of something larger to try to have something pretty responsive and im just not seeing it.

I have same twins on 5.3 but the T4 flanges. I’m at about 10psi around 3800ish rpm.

The 2.73 rear gear with manual trans is going to make it feel sluggish down low.

Yeah sluggish is an understatement.
it sounds like I’m not far off from where it should be so I won’t chase my tail trying to find a problem.
