Varied SC Boost levels seen at diff RPM's?

Do these Supercharged guesses for 9psi at 6500 sound about right?

3000 = 2psi
4000 = 3.5psi
5000 = 5psi
6500 = 9psi

Also, does 65lbs/hour equate to roughly 650rwhp?
