Best to wait for the LS8 / LS9?
Is an LS8 or LS9 going to be the only way to have 500-600hp and reasonably likely to be emissions compliant as well?
I dont currently live in a city that has emissions testing, however it's entirely likely I will return to one at some point.

Rumor is the new Camaro top model (RS/SS, ZL1, ..) will possibly have a 500hp LS8. I wonder if it may be better to build out a top model 5th gen, remaining emissions compliant..

Building up an original LS1 going to be any more viable than just purchasing another motor to start with?

What power was he able to put down and what does "built" mean I wonder? Is it mostly an 'overly' aggressive cam that gets one in trouble with passing emissions?
How can one possibly match the reported LS9 that's to be ~650hp and still pass emissions?

it has a forged shortblock all boltons cam etc.it was a TR224 cam i believe.it wasnt very agressive.i have a 226/222 on a 115+3 that drives close to stock.remember that 650hp is to the flywheel so subtract a 100hp to make it to the wheels assuming 15% drivetrain loss.that makes it 550-575rwhp.so youll need mid 6XXrwhp to beat it.maybe check out the thread i had against a 580hp AWD Lamborghini Murcielago roadster. He's AWD so traction is great for them and making mid 4XXAWHP and i put 3-4 car lengths on him short shifting and i only make 530rwhp.you can build a reliable car that makes good power as well.just do enough research.maybe pm edblownvert to find out anything u want.

"great" tune sounds like it's unlikely. :p
I'm retiring (promoting?) my WS6 to a secondary play car here soon. It's in awesome shape but it's been a daily driver and has well over 100k on the clock. I wonder if while doing a rebuild, having it rebuilt with lower compression and cam to support SCer/turbo wouldnt be a good idea.. Than again I wonder if getting a prebuilt motor wouldnt be better use of money.

The cam is the big player with emissions. If the car has much chop at all it's probably going to run the hydrocarbons up due to unburnt fuel. When Ohio had the IM240 test my car just barely passed with aftermarket cats. a 418 CID motor and a 214-224 cam. At that time it made 575rwhp with a T-trim (without cats.). I would think it would still pass now because I have the same cam. I have a few more cubes (429) and a bigger blower (YSi) but that shouldn't really play into it. Ohio dropped testing where I live now so I'm not positive. I don't know if CA has a stricter standard either. I would remove the cats. after testing.

exactly, put a set of hi flo cats, keep the cam, relatively small, (you don't need a big cam with forced induction0 and have someone really lean out your tune so when they put the sniffer on, you'll pass with flying colors.
I'm sure there's gas stations around there that will pass you for a "fee"

The Z06 is underrated imo.

what you need to do is just rebuild the stocker with forged bottom end, and a c5 z06 cam (its a pretty good fi cam and it will pass emissions easily) and throw the s/c of your choice on there you can then be in the 6xx range to the wheels and dead on reliable with plenty of room for emmisions

Mild cam (-10 degrees overlap) mid length header with good cats and you'll pass easily with tuning. I passed roller and idle emissions with a 230/230 112LSA cam in a 360ci setup but I had to do every trick in the book. (drop timing to 12 degrees from idle to 3000rpm, set idle at 1075rpm, make sure my airpump was working properly etc)
