Need explanation of boost bleed off

Need explanation of boost bleed off I think I get what it means but not entirely. Me and the other guy thats building my setup says with my cam (112 lsa) it will bleed off somewhat. By that, does it mean that if I have a 10 pd spring in there, the cam will bleed out a couple psi of boost pressure or does it mean it takes longer to spool? Someone enlighten me...
