Default EVAP solenoid removal?

The line with the heat tape. I've seen cars where they remove the tape and delete the flexible line that contains the EVAP solenoid. Are they just capping the intake manifold and the steel fuel line that runs to the evap canister? I don't plan on deleting the evap canister. The solenoid by the intake opens during cruise conditions to purge the canister and recycle the stored hydrocarbons into the engine to be burnt. If I remove the line and cap the manifold and the line leading to the evap canister located on top of the gas tank, do I have to worry about fumes or pressure build up in the tank?
