HELP! Water in my fuel?

Default HELP! Water in my fuel?

OK, I got on the interstate the other day after filling up and my car was running fine then all of a sudden it just started missing and the fuel pump was whining real loud. I had to drive the car to FL running like crap. It was so bad that I could throw it in neutral and floor it and it wouldn't rev past 3,500 and it was sputtering bad. When I got back home I put a new fuel filter in and it helped a ton, but the car still doesen't run right. It doesen't pull near as hard as it did before. Do I have water in my fuel and is there any way to drain my tank? Any help would be greatly appreciated.
