Default Fuel pressure bleeds off fast??? 42# injector scaling ???

this is a 00 formula, Walbro pump, When you first turn the key it only builds pressure up to about 20, then shut it off and on again it comes up to full.
So if you just try and start it, it will crank awhile. Also when you shut it off the pressure drops instantly.

We put a gauge on the pump itself and it built pressure instantly and held pressure fine after shut off. The regulator (FACTORY) has also been replaced.
running pressure holds good at 58.

Also, I have a set of Turbonetics 42# injectors, anyone know at what pressure do they flow 42#? and what will they flow at the factory setting of 58# of fuel pressure?
