1 wheel burnout. torsen issue?

1 wheel burnout. torsen issue? car is a 2000. 3 channel abs 3.23 gear with torsen.
Had trouble getting wheels to spin for heating the tires up at track or just doing a burnout, had a bad feeling something was messed up in the rear. Installed linelock last night and proved my point. Passenger's side rear tire will smoke but the driver's side rear tire does not even move it's just locked up.
What must be done to this rear to get it back right? I found one to replace it for now, same as what will be taken out just without brakes. is 175 a good price?
