Only when the front end isn't loaded.
Theoretically it might even when loaded by a miniscule amount (if the spring constant is large enough to "Raise" your car), but any change would be probably not noticable on a rack.

well here's a little info. I lowered my car 2 years ago and got very lucky because my tires were wearing evenly. I took the front sway bar off about a month and half ago and now they are starting to wear unevenly. The outsides of the tires are getting thin. Well hope that helps some. By the way, on 17 inch drag radials I cut a 1.63 60ft. When I took the sway bar off it did the same thing. I really don't think it's worth it, but that might be because my car is lowered
