why would a bolt be missing from my rear girdle???

why would a bolt be missing from my rear girdle??? I look under the car today and see this metal thing hanging from the brake line that goes to the pass rear wheel 
I get under the rear to have a closer look and see that it is a small metal rod about 6 inches long, that is bent in a square at one end, and with a J hook on the other end. I figured out where it came from....one of the upper girdle bolts is missing and I cant figure out what happend 
why would a bolt be missing from the rear? I have never removed any of the bolts from the girdle since I have owned the car. It also looks like it recently broke off because the girdle is clean (no dirt or grease) where the bolt used to be.
