My ABS INOP light is on, BUT ABS STILL WORKS!! WTF?

My ABS INOP light is on, BUT ABS STILL WORKS!! WTF? Like i said, I had to swap out an axle, and the new one didn't come w/ the ring, I didnt know I could buy one for 20 bucks, so I just put it in and decided no ABS was ok.
Well the other day I encounterd some wet leaves coating the road, and I hit the brakes, and to my surprise the "low trac" light came on and my abs was alive and well.......
WTF?
Traction control does not work at all.
