Wont downshift at 30 with 2.73's?

It says i have 2.73's on my 98 z28, but anything 29 and over wont let me downshift into first, doesnt tht sound like 3.23's? I thought with 2.73's u can get back into first around 35-37 mph?

Thats how mine is... even at 35 with my shift kit it drops it down to 1st and launches like a maniac!

ive downshifted mine at 40 before with 2.73s.
