I saw a camaro on google images that had dual exhaust tips on each side of the new camaro. How would you guys go about cutting the plastic to accommadate(spelling?) the tips and look like it came that way from the factory?

Go down to Sears and get a hole saw that is the diameter of the original hole. It's easy to do, you just lock the hole saw in a drill. Layout where you want the center of the hole, then put a dimple in the spot with a small diameter drill bit 3/32 should do it. Then drill away.

Make sure you get the arbor with the hole saw or its no good.
