I don't think it would be possible to get a Formula down to the same weight as a stripper Z28 or a B4C Camaro (due to such standard items as the pop up headlights) from the factory.
So I'd have to guess that a Z28 sans the preferred equipment group (stripper/"discount" option group RPO was different for the earlier vs. later years if I remember correctly), and/or a B4C car with zero optional content would be the lightest. Obviously this would also have to be a hardtop model, likely with an M6 trans which would also come standard with an aluminum driveshaft and no trans cooler, and an earlier model before the power steering cooler (RPO V12) was made standard but after the plastic gas tank was introduced (which would be a '99, although '99 was the first year for a Torsen LSD which may or may not be heavier than the Auburn it replaced - though this difference wouldn't likely be outweighed by the gas tank change.) The '98-'99 cars also have lighter weight rolled stainless exhaust manifolds (vs. cast iron for 2000+), though the EGR system was dropped for '01+, which might equalize this difference. The earlier cars also had some additional items, such as a hood insulator (last year '99), and additional weather stripping on the door bottoms (last year '98 or '99), and the front fender tab guards (last year '98), so those items would negate some of their other weight advantages.

Just takes some time and money. These platforms have been out so long the parts are everywhere I remember when it ran 13s. Hoping for low 9s next outing.
