Ok, I've changed the pump,reservoir, cap, belt high pressure line and pulley. My power steering comes and goes. Most of the time it is extremely tight. With the new parts its not leaking anymore but we are having to re-fill the reservoir so maybe it is. Most of the heavy whining is gone but the steering still sucks. What do you guys think?

If you are having to refill, and it's not leaking, then you still have air in the system. Keep adding and bleeding the system.

to bleed, I just turn the wheels and fill until the bubbles go away correct? Or am I wrong?

to bleed the p.s you should have the car off, front tires off the ground and slowly and i mean slowly turn the wheel lock to lock. do that about 10 times then start the car. with the tires still in the air continue to turn the wheel lock to lock slowly. check the level often and the air will work it self out. i have replaced many pumps and p.s racks and sometimes its vary easy to get the air out and sometimes its a pain in the butt. hope that helps.
