What would cause only front brakes to work?

What would cause only front brakes to work? Just got this car, Brakes had felt really spongy, Previous owner said it had been bled a few months back, it sat and are now spongy.
I got the wheels off and only the front brakes are working. The rears don't budge, The pads look brand new, while the fronts are significantly worn down ( 10% left )
Any help would be great
Porportioning valve?
ABS F'up?
no lights on dash.
