Speedo off, other causes?
ASSUMING I HAVE THE STOCK SIZE TIRES AND STOCK REAR END RATIO
Is there anything else I should look at that can cause this kind of inaccuracy? I do plan on verifying my gear ratio once I get the car back.

It might be in the tuning, most people don't measure the tire height like they did for these cars.
Stock tire height is programmed as 24.91. As many different ways to get an accurate number I found that a rollout test with half worn tires is as close as I could get to the factory programmed size.

Every portable GPS I've seen has a speed indicator when its in map mode. If you get a hold of one, put it in map mode and drive along a straight road and you'll get the true speed.
I had the same thought as you and when I picked the car up today, turns out the Subaru has the screwy speedo. The speed on the GPS never varied by more than 1mph when I was on the highway going 70. I don't know why I didn't think to check it with the GPS in the first place.
