Is there anything wrong with your turn signal or is it a high beam problem?
If just a high beam problem, there is a rod that connects the turn signal lever mechanism to the high beam selector switch. That switch is attached to the bottom of the column, which you can access underneath the lower dash panel. The switch should have a connector going in to it with the following wires:
- Big yellow
- Big tan
- Big lt green
- Small lt green
Once you find the switch, you can test it and make sure the metal rod is moving the switch correctly.

It is definitely 100% not the arm or the turn signal switch. (The turn signal switch lives up by the arm. The high beam switch is down at the base of the column and connected with a rod.)
Do you feel the high beam "click" when you try to turn them on/off? If so, the problem is down at the switch. If not, you'll need to get your face under the dashboard, (maybe with a small mirror) you can have someone work the high beam selector and watch the rod that goes in to the switch. If the rod moves, then that will also confirm the problem is down at the switch.
