Low voltage in the radio fuse??

Default Low voltage in the radio fuse??

i finally put a stock deck in my z last night and it wouldnt stay on. all fuses are good. took a volt meter to all the fuses in the dash. most of them read 15.9-16 volts the radio one read .04 i cant figure out why. the previous owner had his system directly plugged into the fuse box. now if i want to listen to the radio i have to plug a yellow wire to the back of the deck and disconnect it when i want to turn it off otherwise the clock stays on all night. will that kill my battery or mess anything up if i forget? i will post pics of anything you need to see to help me out just let me know what you want to see. thanks
