Question spaztic oil pressure gauge

a friend of mine just picked up a 00 z28 and his oil pressure gauge never sits still. when he turns on the car it will idle between 30-40psi but the needle is moving rapidly and the same thing happens when the car is at WOT.

what could be causing this and how could he fix it?

That's what I was thinking but after closer inspection I noticed the oil fill over the passenger side head seems to be coming up, there's a rubber ring popping out. Could it be that this needs to be replaced? if so how do we take this off of the valve cover?

No, the oil pressure sending unit is behind the intake-it's a bitch to get at but can be changed with the intake on the car. I would spring for a good replacement.
