If the e-brake cable is broke prob just 20-30 for a shop I would think. But is you need pads I'm not sure. Call around and ask some places locally.

The e brake on these cars does not self adjust they must be periodically adjusted and since most people dont bother they get way out of adjustment. My 02 didnt work when i bought it but once i pulled the rotors they looked brand new. I just adjusted the hell out of em and they worked fine. I believe you have a couple of issues though because the e brake needing adjustment will not cause an abs light. Abs problems will however cause the brake light to illuminate. Id adjust the e brake for sure and then troubleshoot the abs problems

Yes there is a star wheel adjuster that sits in the opening of the e brake pad and one end of it is threaded into the housing just use a flathead to turn it a little at a time checking periodically to make sure the rotor still fits. Kinda hard to explain but once you see it its fairly self explanitory

Is it on both back brakes or just the passenger side?

Yeah, there is basically a drum brake inside each of the disk brake rotor hats at the rear. The main difference is that instead of 2 shoes, there is only one giant horseshoe with a gap at the top for the starwheel adjuster and ebrake actuator. The horseshoe flexes to press outward using the two pads, one glued on each side.
