Default Is this FUEL LINE normal. Slips off easily

So i bought a 94 trans am last may. Looking under there today i noticed how easily i can remove this fuel line that is hooked up next to my other fuel lines.

Im curious as it dosent look "factory" My car has been struggling to turn on sometimes and it will have surges in RPMs and lurch FWD sometimes. Prob unrealated but i need to be sure as i have replaced a million sensors trying to figure out that prob.

So is this line how its suppose to be or did the previous owner **** me.
Hears a PIC.

The one with the fuel line hose and hose clamp on it is your EVAP line, and yes that's stock.
