Default Copper RTV in radiator/antifreeze?

I noticed what looks to be some sludge/copper RTV on the underside of the rad cap and come copper RTV bubbles in the antifreeze. I don't know the history of the vehicle, but the water pump looks to be the newest part. Could it actually be copper RTV the previous owner used on the WP? Concerns? See pics;

That looks like radiator stop leak. I'd be flushing my cooling system ASAP.

Looks like it's possibly Bar's Copper Stop Leak. Hmmm, I wonder what the previous owner might be trying to cover up here...

Good question...flush and pressure test the system. Some people think this will fix a bad head gasket.

I did notice what looked to be old water stains on front of the block under and on the pass head. Ill get a pic later.

Ill see if I can pressure test.
